Solution:

1. There is an Issues describing this problem on the Tensorflow Github project at

https://github.com/tensorflow/tensorflow/issues/17386

2. Uninstalled 1.6 and reinstalled 1.5 according to this issue, which solved the problem. Also try to reinstall the given tensorflow-1.6.0-cp36-cp36m-win_amd64.whl.
$ pip uninstall tensorflow

$ pip install tensorflow==1.5
