Solution: start docker with the following command
docker run –cap-add=SYS_ ADMIN -ti -e “container=docker” -v /sys/fs/cgroup:/sys/fs/cgroup fedora21 /usr/sbin/init
docker exec -it [ContainerID] /bin/bash
